However, Singapore&#8217;s Education Minister Lee Chee Seng told Parliament today that this penalty will only be used as a last resort and in conjunction with strict protective measures. Agence France-Presse reported that human rights groups have often criticized the persistence of corporal punishment in Singapore&#8217;s school system and criminal justice system. A report released by the World Health Organization (WHO) last year also stated that &#8220;there is overwhelming scientific evidence that corporal punishment of children is not only associated with multiple risks of injury, but also has no benefits.&#8221; In order to help schools deal with serious student misconduct such as bullying, Singapore&#8217;s Ministry of Education issued a series of new and stricter guidelines on April 15, including that students who violate the rules can be caned up to 3 times. The inquiry comes today as Singaporean MPs want to know how caning is used as a punishment in cases of school bullying. Li Zhisheng replied that the school will only impose caning when the student&#8217;s misbehavior is serious and all other disciplinary measures are insufficient to correct the problem.
